俄罗斯外交部表示，美国欠联合国预算的债务表明该国正试图破坏这一组织。
据悉，美国作为联合国第一大会费国，长期拖欠会费，许多国家对此表达了严重关切。

美国总统特朗普在联合国大会上发表讲话俄罗斯外交部周日表示，美国正试图阻挠联合国的工作，不仅通过对其他代表团成员设置签证障碍，还通过无视其对该组织预算会费缴纳的承诺。
今年9月，美国政府没有为俄罗斯参加联合国大会以及该组织第一委员会会议的代表团部分成员发放签证。
“有必要注意到，美国在相当长一段时间内一直是一个主要的不付款国家。它欠联合国经常预算的债务已经超过10亿美元。华盛顿明显企图破坏该组织的工作，这是显而易见的：除了其向代表团成员发放美国签证作出的意想不到和有偏见的政策外，它还在使用财务杠杆。”俄外交部表示。
俄外交部指出，这迫使联合国秘书处采取紧缩措施。例如，从2019年10月中旬开始，联合国安理会和大会将每天只举行两次会议：从上午10点到下午1点，从下午3点到傍晚6点。

据《今日俄罗斯商报》（Russia Business Today）报道，早些时候，外交官们经常在晚上和晚上举行会议。
俄罗斯强调了联合国会员国及时缴纳联合国预算的重要性，以确保其正常工作。“俄罗斯是真正的付款人之一。它已经及时履行了所有的财政义务，全额支付了所有会费。”
俄外交部强调，其他联合国会员国应该履行其财务承诺。
据路透社此前披露，最近联合国秘书长安东尼奥·古特雷斯（Antonio Guterres）做了一个表态，称联合国正面临十年来最严重的财政危机，会员仅支付了今年预算的70%，为此不得不缩减会议和支出、延迟支付员工工资等临时措施。

联合国秘书长安东尼奥·古特雷斯联合国秘书长助理拉马纳坦向记者透露各国欠联合国的金额。他称，美国今年欠6.74亿美元，而此前欠3.81亿美元的资金。
拉马纳坦指出，预算债务总额为13.85亿美元。共有65个国家没有缴费。他还指出，其中97%的欠款来自7个国家，分别是美国、巴西、阿根廷、墨西哥、伊朗、以色列和委内瑞拉。
